Necessary documents for registration at customer service centre

  • Certificate of vessel data verification. A certificate of data verification need not be submitted if:
    • register a self-made rowing boat, if a written document (certificate) issued by the boat manufacturer is submitted for registration, in which the technical data of the boat (length, width, carrying capacity, number of seats, boat type, year of manufacture, color, hull material) are declared and top and side view photographs of the boat are submitted (10 x 15 cm);
    • the vessel has been purchased from the manufacturer or official representative in Latvia for which information is available in the register (the technical data of the vessel’s inventory and a document certifying the right of ownership - deed of acceptance and transfer have been drawn up electronically);
  • one of the following documents:
    • for a vessel previously registered abroad - a foreign vessel registration document (the document need not be submitted to a vessel imported from a foreign country where these vessels are not registered);
    • for a new, previously unregistered vessel- a document issued by the manufacturer of the vessel or its official representative in Latvia, which certifies the technical data and origin of the vessel’s records. The document does not have to be submitted if the document is drawn up electronically in the register;
    • for a self-made motorboat or cutter, the length of which exceeds five meters, a document certifying the technical data of the vessel registration issued by the Latvian Maritime Administration. Other vessels manufactured in Latvia do not have to submit a document on the origin of the vessel;
  • a document certifying the right of ownership issued abroad. The document does not need to be submitted if:
    • the vessel has been purchased from the official representative of the manufacturer in Latvia and a deed of acceptance and transfer of the vessel issued by this person is submitted. The document does not have to be submitted if the document is drawn up electronically in the register;
    • the vessel will be registered to the owner specified in the foreign registration document;
  • Customs declaration if the last country of registration of the vessel or the country from which the vessel was imported is not a member state of the European Union (EU), (including imported from United Kingdom of Great Britain and Norther Ireland after 31.12.2020.). The document is not submitted if the relevant information is already available to the CSDD. If a vessel has been purchased or its import into the EU has been executed in another EU Member State, the registration of the vessel in Latvia will be performed if the acquirer confirms this fact in the application. The status of the EU goods of the vessel purchased at the official representative in Latvia is certified by the representative, indicating this fact in the acceptance-transfer deed;

  • an identity document (personal passport, identity card, driving licence issued by the CSDD or driving permit) for a person who performs the activity. Registration may be carried out by the owner of the vessel or his authorized person (see the section " Persons who may submit a document for the registration of vessels and their engines ");
  • a copy of a document certifying the status of a legal person, presenting the original, if the owner of the vessel is a legal person. The document does not have to be submitted if the legal person is registered in the Register of Enterprises or its legal status is determined by law. When registering a vessel in the ownership of a foreign legal person, a notarised document certifying the status of the legal person must be submitted.

Important! A vessel or its outboard engine shall be registered in Latvia if it has undergone a conformity assessment procedure and the vessel (outboard engine) is CE marked in accordance with the regulatory enactments on construction, conformity assessment and placing on the market of recreational vessel * (see section " CE marking of vessel "). "). This requirement does not apply to:

  • vessels and their engines previously registered in a Member State of the European Union;
  • specialized vessels;
  • rowing boats with a length of less than 2.5 meters;
  • jet skis built before 2005;
  • vessels built before 1997, if they have been offered on the market of the European Union before 1997;
  • vessels built by a natural person for personal use and which will not be offered on the market of the European Union during the next five years after their registration. If a self-made vessel is not subject to a conformity assessment procedure and is not CE marked, the vessel can only be registered in the ownership and possession of the natural person manufacturer, without the right to alienate it to another person on the EU market within the next five years. In the registration certificate of such a vessel, in the section “Remarks” will be indicated the entry “It is prohibited to alienate until ...” with a term of 5 years from the date of the first registration;
  • Vessel engines built before 2005.

If a vessel imported from abroad has been further alienated without registering it in Latvia, in addition to the document certifying property rights issued abroad (or a contract certified by a sworn notary or other person referred to in Section 1474 of the Civil Law or a deed of acceptance and transfer of a vessel issued by an official representative in Latvia) document to the acquirer.

For a vessel previously registered abroad, the engine will be registered without the submission of additional documents, if this engine is indicated in the registration document or the data on the engine is not indicated in it at all and the certificate has not been issued for the rowing boat.
