Obtaining permits

For the first time, having registered the vehicle in Latvia, the owner of the vehicle can obtain the permanent “Green” CEMT certificate from the representatives of vehicle manufacturers authorised to issue them.

If there is no representative of the given manufacturer in Latvia authorised to issue the permanent “Green” CEMT certificates, the following provisions for obtaining the certificate apply:

  • the vehicle must be registered in Latvia;
  • statement issued by the vehicle manufacturer of conformity of the vehicle with the requirements for the “Green” CEMT certificate must be submitted to the Technical Department of CSDD (6, S.Eizenšteina street, Riga) (model statement for a lorry; model statement for trailers);
  • upon verification of the documents the vehicle has to be checked at the premises of certification and technical expertise of Riga Client Service Center of CSDD at 78, Mazjumpravas street, Riga, where the applicant:
    • presents passport, personal ID card of driver’s licence issued in Latvia;
    • pays for the check of the vehicle and assigning of the certificate (for each type of certificate);
    • submits the vehicle for the technical control.

Annual Roadworthiness certificate can be obtained at any roadworthiness testing station for vehicles having maximum mass greater than 3500 kg.

Provisions for obtaining Annual Roadworthiness certificate. The applicant:

  • presents passport, personal ID card of driver’s licence issued in Latvia;
  • pays for the check of the vehicle and assigning of the certificate;
  • presents respective ecology and safety certificate for a lorry or safety certificate for a trailer (semi-trailer);
  • submits the vehicle for the technical control.
    Respective certificate is issued, if verification of the documents and the technical control of the vehicle yield positive results.
