Individual certification for L category mopeds, motorcycles, tricycles, quads

For the individual approval (certification) of a vehicle, the following information must be sent for review by the CSDD Technical Department to the e-mail address coc@csdd.gov.lv:

  • application by the vehicle owner;
  • foreign registration document copy (image file), for previously registered vehicles;
  • certificate issued by a technical service recognised by CSDD (DEKRA technical service certification request form) for the vehicle in question stating that the motorcycle’s maximum effective engine power, maximum speed, air pollution control, braking equipment, noise level, and exhaust system comply with the requirements of European Union directives or regulations, or UN regulations, or
  • written statement (letter) by the vehicle manufacturer or its authorised representative in Latvia confirming that the individual components (parameters) of the vehicle are identical to the corresponding components (parameters) of a vehicle type that has undergone a compliance assessment in accordance with the harmonised requirements of the European Union, or
  • type approval certificates, test reports, or equivalent proof of compliance or copies of such, attesting the compliance of the vehicle or vehicle type with the provisions of Cabinet Regulation No. 1494 ‘Regulations for the compliance assessment of mopeds, motor vehicles, their trailers and components’;
  • technical description of the vehicle (prepared by the vehicle owner or their authorised representative).

The documentation submitted for individual vehicle approval is examined within 10 working days. If the submitted documentation is compliant, the vehicle must be presented for a certification inspection at the CSDD Certification Centre, located at Mazjumpravas iela 78, Riga. The inspection is by appointment only; an appointment can be booked over the phone: +371 29231989.
