The Road Traffic Law gives the owner, indicated in the vehicle registration certificate, the right to restrict activities with his vehicle to other persons in the CSDD (for example, to perform a road worthiness inspection). This action is called owner prohibition in the CSDD.

A person may impose an owner prohibition on the CSDD, for example, in the following cases:

  • if the owner needs to prohibit activities in the CSDD in order to re-register the alienated vehicle or restrict its use;
  • as an additional option to revoke a power of attorney issued by the owner;
  • in case of suspicion of the owner about possible illegal actions using forged documents.

A person may not impose an owner prohibition on the CSDD:

  • if the vehicle has been removed from the register;
  • as a security for the performance of an obligation or a prohibition for another responsible person of the owner - legal person - to perform any activities with the vehicle of the legal person, if this person has the right to act on behalf of the legal person without other responsible persons.

The owner's prohibition does not prohibit another person from using the vehicle for participation in road traffic, nor does it release from liability for handling the car. The prohibition also does not restrict the re-registration of a vehicle abroad, if the respective country will not make a separate request for a permit to register the particular vehicle outside Latvia.

The owner's prohibition can be registered by the vehicle owner and then deleted in:

  • e-CSDD;
  •  in any of the CSDD customer service centers ;
  •  by sending an application for registration or cancellation of the prohibition by post. In this case, the application requires the certification of a sworn notary or another person referred to in Section 1474 of the Civil Law.
