Holder registration and deletion at a CSDD customer service centre

The registration of the holder can be performed in the CSDD customer service center in the presence of the vessel’s owner and holder (in case of change of holder - the holder to be re-designated) or their authorized persons (more information: Persons who can submit documents for vehicle registration to CSDD). 

The owner of the vessel and the registrant may also authorize one of the persons involved in the registration or another person to represent himself in the CSDD. The principal can make an authorization mark in any CSDD customer service center or e-CSDD (more information: Possibility to make an authorization mark in the CSDD customer service center or e-CSDD).

If the holder is registered with a vessel which is the property of the leasing company and a note of the leasing company in the register has been made regarding the indication of the holder, the registration of the holder may be performed by any adult person without an authorisation drawn up by the owner and the holder. For a list of finance lease companies entitled to file entries in the register, see: Companies entitled to file holder entries in the register.

Deletion of the holder can be done at CSDD customer service center in the presence of the vessel owner or a person authorized by him (see the section "Persons who can submit documents for the registration of a vessel to CSDD"). If a vessel has a registered keeper and it is deleted without naming another person as the keeper, the presence of the registered keeper is not required.

The owner of the vessel can also authorize another person to represent him in CSDD. The authorization sign can be made by the giver of authorization at any CSDD customer service center or e-CSDD (in detail, "Opportunity to make an authorization mark at the CSDD customer service center or e-CSDD").

Registration of the holder shall be carried out in the following order:

  • the vessel's registration certificate is submitted;
  • present the vessel for unit numbers verification (for more details, see the section "Unit numbers verification");
    • the craft does not have an identification number;
    • a jet ski, cutter or motorboat registered in Latvia by 1 February 2004;
  • present the passport of the person submitting the document, ID card, a driving licence issued by the CSDD or a driving permit;
  • present a copy of a document certifying the status of a legal person, presenting the original, if the holder of the vessel is a legal person. The document does not need to be submitted if the legal entity is registered in the Enterprise Register or its legal status is established by law.
