Registration of the place of business

General information

The sale of vehicles and their numbered units (vehicle bodies, cabs or frames on which the vehicle manufacturer indicates the vehicle identification number) is the sale of vehicles not registered in Latvia and their numbered units or the sale of these goods registered in Latvia in the course of business.

A merchant who has established and registered a place of sale of vehicles in accordance with the procedures specified in regulatory enactments has the right to trade in vehicles (except trams, trolleybuses and bicycles) and their numbered units.

The point of sale set up by the merchant, where the vehicles and their numbered units will be traded, must be registered with the CSDD in accordance with the established procedures.

A merchant may establish several sales outlets at the same time. Only one merchant is allowed to trade in one point of sale.

In order to register a point of sale, a merchant must submit an application (see the attached files) to the CSDD.

The application can be submitted:

  • by contacting the CSDD Riga Customer Service Center, Riga, Bauska 86, 3rd floor (archive) on Mondays from 9:00 to 19:00, on other working days from 9:00 to 18:00. Additional information by phone: 67025781.
  • by sending an electronically signed application to the CSDD e-mail address ttr@csdd.gov.lv

Together with the application, the merchant must also submit or send in an electronically scanned form:

  • a plan of the point of sale (Land boundary plan, building inventory file plan, etc.). The plan of the point of sale must indicate and objectively understand the location of the trading venue, as well as the location of the trading premises and territory.
  • proof of the right to use or own the point of sale (eg lease agreement, Land Register certificate, etc.). Information regarding the right of use or ownership of the merchant's point of sale may also be indicated and certified in the application for registration of the point of sale;
  • a document on payment for the registration of the point of sale and the issuance of the registration certificate (174,26 euros).

In order to establish the actual situation, the CSDD has the right to verify the compliance of the point of sale with the documents submitted for its registration.

Within 5 working days after receipt of the submission, the CSDD shall register the merchant's point of sale or inform the merchant regarding an incompletely completed submission or a compliance check of the point of sale, which will be performed within 14 days.

With registration of a place of business, CSDD provides the merchant with access to a separate vehicle trading register kept by CSDD. The procedure for connecting to and using the trading register is set in the cooperation agreement between CSDD and the merchant. An example cooperation agreement form is available here (the example agreement is for information only, demonstrating the details to be included in the agreement; the official cooperation agreement to be signed will be sent once the above application is received).

After the registration of the point of sale, the CSDD provides the merchant with access to a separate register maintained by the CSDD for the sale of vehicles. The procedure for connection and use of the trade register shall be determined in the co-operation agreement concluded between the CSDD and the merchant.

Before connecting the trade register, the merchant submits a notification to the CSDD (see attached files) regarding the persons who have been granted the right to accept a vehicle or numbered unit for sale and issue a title certificate to the acquirer, as well as persons entitled to issue an invoice. The notification must indicate the name, surname and personal identification code of these persons, an example of the signature and the date on which this right was granted.

Within three working days after the submission of the notification, the CSDD shall grant the person access to the Trade Register.
