Documents to be issued
Documents related to the person purchasing the vehicle:
The acquirer of the vehicle or numbered unit or its representative must present a valid identity document (personal passport or identity card, driving license issued by the CSDD or a learner’s permit).
If the vehicle or numbered unit is purchased on behalf of the acquirer by the acquirer's representative, a document (power of attorney) certifying the representative's right to purchase the vehicle or numbered unit must be presented and a copy of this document must be submitted (the document does not have to be presented if the merchant has the information from the Register of Enterprises available on the rights of this person’s representative).
If the owner of the vehicle or numbered unit is a natural person, the authorization of a notary or another person specified in Section 1474 of the Civil Law is mandatory for the authorization.
Documents proving the purchase of the vehicle at the point of sale:
The merchant must issue a certificate of ownership to the acquirer of the vehicle or numbered unit or its representative (for more information, see the section on Drawing up a title certificate).
If the buyer pays for the transaction in the form of non-cash payments, the merchant must issue a justification document to the acquirer of the vehicle or numbered unit, which must be drawn up in accordance with the regulatory enactments regulating accounting. If the buyer pays for the transaction in accordance with regulatory enactments that regulate the procedure for use of electronic devices and equipment for registration of taxes and other payments, the merchant must issue a cashier's check in accordance with regulatory enactments to the acquirer of the vehicle or numbered unit. The sales price of the vehicle or numbered unit and the number of the issued title certificate must be indicated in the justification document or cash receipt.
If the issued title certificate is lost, the acquirer may receive a duplicate of the lost document by submitting an application to the merchant for the issuance of a duplicate.
Documents related to the vehicle sold:
For a vehicle registered in Latvia:
- a registration certificate, in the opening of which in the section "Note regarding the change of the owner of the vehicle" the merchant must indicate the name of the merchant, the number of the ownership certificate and the date of issue. The representative of the merchant certifies the entry with a signature.
For a vehicle registered abroad:
- foreign registration document ;
- a statement regarding the vehicle data verification, if such is available to the merchant and is valid;
- a customs declaration, if it must be at the disposal of the merchant when accepting the vehicle for sale;
- a statement of conformity, if required for the registration of the vehicle (see the section " First registration of a vehicle in Latvia ").
For a new vehicle not registered abroad:
- a document issued by the vehicle manufacturer or its official representative, which certifies the origin of the vehicle and the technical data of the records. The document need not be issued if the merchant who sold the vehicle is the manufacturer of the vehicle or its official representative and has entered into a relevant co-operation agreement with the CSDD;
- a statement regarding the vehicle data verification, if such is available to the merchant and is valid;
- a customs document, if such must be at the disposal of the merchant when accepting the vehicle for sale;
- a statement of conformity, if required for the registration of the vehicle (see the section " First registration of a vehicle in Latvia ").
For a vehicle that has been confiscated and recognized as state property:
- A vehicle registration certificate registered in Latvia or a foreign registration document of a vehicle for a vehicle previously registered abroad or a document issued by the vehicle manufacturer or its official representative certifying the origin of the vehicle or the fact of sale, for a previously unregistered vehicle;
- a statement regarding the vehicle data verification, if such is available to the merchant and is valid;
- a customs document, if such must be at the disposal of the merchant when accepting the vehicle for sale;
- a statement of conformity, if required for the registration of the vehicle (see the section " First registration of a vehicle in Latvia ").
For the numbered unit of the vehicle:
- A statement of the CSDD regarding the ownership of the numbered unit or a deed regarding the transfer of property for sale, if the numbered unit has been transferred for sale as state-owned property by the competent state or local government institutions;
- a statement regarding the verification of the vehicle unit numbers, if such is available to the merchant and is valid;
