Number plate change for two vehicles
If the number plates are exchanged for two vehicles, the owner and holder of which are the same person, and the mutual number plates are exchanged at the same time, the following operations and payments are be made:
- Present the number plates of both vehicles and submit the registration certificates of both vehicles at CSDD;
- for one vehicle, the registration number is changed to a "virtual" registration number without the issue of registration plates and registration certificates. Fee - EUR 5,74 for registration;
- the registration number of the second vehicle shall be changed by assigning the changed registration number of the first vehicle. Fee - EUR 13,42 for registration and registration certificate;
- the registration number of the first vehicle will be changed by assigning the changed registration number of the second vehicle. Fee - EUR 13,42 for registration and registration certificate.
If the replaceable number plates do not comply with the standard LVS 20: 1999 "State registration plates of vehicles" (they have the LV symbol or are significantly damaged), the number plates must be re-manufactured. Fee to produce one number plate - EUR 11,16.
The person performing the activities presents their personal passport or ID card. A driver's license issued by the CSDD may be presented if the Population Register contains information of a valid passport or ID card.
Registration can be done at any CSDD customer service centre:
- by the owner (possessor) or holder of the vehicle or a person authorized by them (more: "Persons who may register a vehicle");
- by any adult, if the vehicle is registered.
If the number plates are exchanged for both vehicles for which the owner and holder are not the same person and the mutual number plates are exchanged at the same time, the following actions and payments shall be made:
- for one vehicle, the registration number is changed to a "virtual" registration number without the issue of registration plates and registration certificates. Fee - EUR 13,42 for registration and registration certificate, as well as 14,08 euros for reservation of a number for the owner (holder) of another vehicle;
- the registration number of the second vehicle shall be changed by assigning the changed registration number of the first vehicle. Fee - EUR 13,42for registration and registration certificate, as well as EUR 14,08 for room reservation for the owner (holder) of the first vehicle;
- the registration number of the first vehicle will be changed by assigning the changed registration number of the second vehicle. Fee - EUR 13,42 for registration and registration certificate.

Registration may be performed by the owner (possessor) of the vehicle, the registered holder or a person authorized by him. In the case of an authorization, the following authorizations are valid:
- authorization mark created in any CSDD customer service center or e-CSDD;
- certified authority by a sworn notary or other person specified in Section 1474 of the Civil Law to perform the necessary activities.
If a changed number for one vehicle is planned to be registered for another vehicle during the next day, the changed number must be reserved during the number change process (more: “Option to hold a national registration number for another vehicle”).
