Ownership change in e-CSDD

The process of owner change using e-CSDD:

  • the buyer makes an application mark in the e-CSDD ;
  • the seller in e-CSDD approves this application mark within 5 days;
  • the buyer registers the change of ownership in the e-CSDD or CSDD client service centre.

Ownership passes to the buyer when the seller approves the buyer's application mark.

Information about the marks made by the buyer and the seller is available in the e-CSDD account of these persons and is sent by e-mail. The buyer also receives an electronic confirmation change of ownership.

If the change of owner is performed for a registered vessel, upon the seller's approval of the change of ownership, removal from the register for alienation in Latvia is performed (more detailed "Removal of a vessel from registration in Latvia for alienation e-CSDD").

Important!

  • If the seller does not approve the buyer's application mark within 5 days, it will be deleted.
  • The buyer can delete his application mark until it is approved by the seller.
  • If it is intended to participate in traffic, the buyer must register the change of owner within the e-CSDD or any CSDD customer service center within 5 days after the confirmation of the change of owner. 

The service is not available for changing the owner of a vessel's outboard engine.

Registration in e-CSDD

When drawing up the application, you must indicate the desired way of receiving the registration certificate. The document can be received:

  • at any CSDD customer service centre. The document can be received by any adult person by presenting the QR code sent to the buyer by e-mail and his / her identity document;
  • by post to the specified address in Latvia. The registration document will be sent by post to the specified address in Latvia by ordinary mail without insurance.

This activity can be performed by the buyer - the acquirer of the vessel (both adult natural persons and legal entities).

The e-CSDD service is available using the “Single Login” link and choosing the most appropriate type of authentication - using your credit institution, E-signature smart card or electronic signature.

After authorization, in the section "Operations with vehicles", select "Receipt of the Registration Certificate", where the necessary actions are performed.

If the registration is completed by e-CSDD, the purchaser may destroy the previously issued vessel registration certificate himself or transfer it to CSDD.

Registration in e-CSDD can be completed if the following conditions are met:

  • the buyer is one of the following persons:
    • an adult natural person, if the CSDD register contains information regarding a valid identity document issued to the person in Latvia and the person has been declared to reside in Latvia;
    • a company registered in Latvia, if its status allows the registration of a vessel in its ownership (the company has not been liquidated, reorganized, its registration has not been cancelled or economic activity has not been suspended);
  • vessel is presented for the unit number verification, if the vessel (other than rowing boat registration certificate VIN is not indicated (for details see "Unit number verification");
  • after the removal of the vessel from the register for alienation, no changes in the technical data have been determined in the verification of the vessel unit numbers;
  • the vessel has not been registered with a prohibition for the performance of the relevant registration activities (including owner's ban);
  • the penalties imposed on the vessel or owner have been paid;
  • the vessel has not been written off or removed from the register for export from Latvia

Registration in customer service centre

The registration of the change of owner in any CSDD customer service centre is performed by the buyer or his / her authorized person (see the section “Persons who may perform the registration”) in the following order:

  • present the vessel for unit number verification if the vessel (other than rowing boats) registration certificate does not specify the identification number (for details see "Unit number verification");
  • submit the vessel registration certificate;
  • present the personal passport or ID card of the submitter of documents. Driving license issued by the CSDD may be presented if the Population Register contains information regarding the valid passport or ID card
  • a legal person which is not registered in the Register of Enterprises and whose legal status is not determined by law must present a document certifying the status of a legal person. A foreign legal person must submit a document certifying the status of a legal person notarized not earlier than one year ago (unless information is available to the CSDD in the register of foreign enterprises).
