Vehicle data verification

Vehicle data verification (hereinafter - data verification) is an inspection of a vehicle, its numbered unit, vessel or its outboard engine in order to verify the accuracy of the records and other technical data, as well as to determine the missing data.

The data determined in the course of data verification shall be immediately entered into the register by drawing up a statement regarding data verification.

The certificate is valid for registration for 30 days from its issuance (including the date of issuance). During said term, the certificate is also valid if it has been used for another registration activity, but the data specified in the certificate have not changed. The certificate used for the acceptance of the vehicle at the trade company will be accepted for registration within 5 days after its sale, if 12 months have not elapsed since the issuance of this certificate.

Before the data verification, the person presenting the vehicle with its numbered unit, vessel or its outboard engine shall present

  • personal passport or ID card. Driving licence issued by the CSDD may be presented if the Population Register contains information regarding the valid passport or ID card
  • a document certifying the technical data of the object presented (registration certificate or document of origin);
  • a document certifying the property rights of the object presented.

Note Bene!
If the vehicle, its numbered unit, vessel or its outboard engine has been imported from abroad and the above-mentioned documents are not presented, the data verification shall not be performed.

In addition to the general cases where a vehicle data verification must be carried out before registration, this must also be done in the following cases:

  • for the registration or removal from the register of a change of ownership or holder of a vehicle which does not have an vehicle identification number (VIN) or which has been obtained from the insurance company after the occurrence of the insured event;
  • when registering a vehicle excluded from the vehicle register, unless such a vehicle is removed from the register for export from Latvia.
  • for the registration of a jet ski, cutter, motorboat or specialized vessel without an identification number or obtained from the insurance company after the occurrence of the insured event, unless the registration document is renewed for such a vessel or such vessel is removed from the register for export from Latvia or written off.

If a vehicle imported from abroad is not used in road traffic, it may not be registered, but the vehicle must be presented for vehicle data verification within five days after its import into Latvia.

The vehicle, its numbered unit, vessel or its outboard engine must be presented for data verification also at the request of a CSDD employee, if the employee has doubts or suspicions about data inconsistencies.

Information on a valid certificate (date of issue and expiry date) can be obtained by:

  • vehicle owner e-CSDD in the section "Vehicle data".
  • any person calling the Vehicle Data Toll Phone 90004099 (all Latvian telephone operators, fee 1.38 euros (including VAT) per minute).

The vehicle, its numbered unit, vessel or its outboard engine may be presented at:

  • CSDD KAC - fee for all types of vehicles: EUR 4.90 for vessels: EUR 3.65, for electric vehicles receiving license plates for the first time: free of charge.
  • at the road worthiness inspection station in Sigulda (all types of vehicles Monday - Friday 08.30-16.00) - fee 4.90 euros.
  • at its location. (for more information on off-site verification, see below).

Payment for vehicle data verification can be made in e.CSDD section "Other Vehicle data verification" or at any CSDD Customer Service Centre.

Off-site data verification for a vehicle, its numbered unit, vessel or its outboard engine at its location.

For off-site data verification for a vehicle, its numbered, vessel or its outboard engine at its location following payments shall be made:

  • if a certificate for vehicle data verification has been drawn up by 08.02.2021 and no payment has been made for it - the fee depends on the number of vehicles inspected (EUR 10.33 per vehicle) and the number of kilometres travelled (EUR 0.74/km);
    Example: If the off-site verification was carried out on05.02.2021, one vehicle was inspected and the specified distance is 13 km, payment of EUR 10.33+0.74*13=EUR 19.95 shall be made
  • if the, vehicle data verification has been carried out starting from 08.02.2021 - the fee depends on the number of vehicles (EUR 11.68 per vehicle) and the number of kilometres travelled (EUR 14.52 per distance of up to 10 kilometres in all cases and EUR 1.45. km for each subsequent kilometre travelled if the distance exceeds 10 kilometres).

Examples:
1) If
off-site data verification was made on10.02.2021, one vehicle was inspected and the distance travelled was 3 km, payment in the amount of EUR 11.68+14.52=EUR 26.20 shall be made
2) If
the off-site data verification was carried out on 10.02.2021, one vehicle was inspected and the distance travelled was 13 km, payment of EUR 11.68+14.52+1.45*3=30.55 euros shall be made

The number of km travelled is calculated according to Google Maps (the CSDD customer service centre from which the trip is made is indicated as the starting and the fee is calculated to the location of the vehicle and back according to the shortest offered route). You can find out the fee, as well as apply for this service by contacting the nearest CSDD customer service centre. At the CSDD Riga Customer Service Centre, you can book an off-site verification by phone: 67025769.

An off-site data verification to the location of the vehicle shall be carried out if the following conditions are met:

  • payment has been made for the kilometres travelled;
  • if the payment is made before 08.02.2021, the fee - 0.74 EUR/km;
  • if the payment is made starting from 08.02.2021, the fee - EUR 14.52 for a distance of up to 10 kilometres in all cases and EUR 1,45,/km for each subsequent kilometre travelled if the distance exceeds 10 kilometres;
  • A vehicle not registered in Latvia (except for a vessel or outboard engine) has an identification number;
  • it is possible to identify the person presenting the vehicle by means of an identity document;
  • the vehicle is located in a freely accessible place and manner at the specified address for verification;
  • a document certifying the technical data of registration (registration document or document of origin) and a document certifying foreign property rights are presented to a vehicle imported from abroad.
