Conversion of the car for the right-side traffic
Since 01.11.2018. vehicles (cars) of category M1 intended for the left-side traffic can be registered as follows:
- when adapted by installation of additional equipment, or
- when technically modified by moving the controls to the left side.
Since 01.11.2018. it is permitted to register vehicles (cars) of category M1 having the right-hand drive when those are adapted for right-side traffic. In accordance with Regulation of 30.05.2017. of the Cabinet of Ministers No.295 “Regulation on state roadworthiness test and road-side technical control” (Roadworthiness regulation) they have to be equipped with:
- headlamps designed for right-side traffic according to the requirements of the codes in Group 4 of Annex 1 to the Roadworthiness regulation;
- rear fog lamp in the middle or on the left side, or two such lamps placed symmetrically to the longitudinal median plane of the vehicle, according to the codes in Group 4 of Annex 1 to the Roadworthiness regulation;
- additional indirect visibility devices (video camera, screen, pair of mirrors) in order to ensure visibility of the left side of the road form the driver’s seat located on the right side according to the requirements of the code 3.3. of Annex 1 to the Roadworthiness regulation.
Excerpt of the requirements from code 3.3. Annex 1 to the Roadworthiness regulation regarding additional indirect visibility system and its devices (video camera, screen, pair of mirrors):
A4. In order to ensure sufficient visibility to the front for the driver of the vehicle intended for the left-side traffic, the indirect visibility system must be installed on the left side of the vehicle. The said system consists of the pair of mirrors which, mirroring the view as per periscope principle, ensures the visibility of the left side of the road for the driver (hereafter - pair of mirrors), and the view-registration device (e.g. video camera) together with the view-showing device (e.g. screen). Components of the indirect visibility system and their fixtures must not impair the functioning of any controls or safety systems, or field of vision for the driver. The indirect visibility system must be entirely placed inside the compartment for persons. The view-registration device and the view-showing device must be connected by wire and to the permanent supply source.
Mirrors of classes I, II, III or L, properly certified and marked, must be used for the pair of mirrors. The mirror directed forwards must be installed on the left side of the vehicle as close as possible to the pillar next to that part of the windscreen which is cleaned by windscreen wipers. The mirror must not have defects impairing visibility or coating, it must be adjustable and properly secured so that it does not change its setting during driving.
The view-registration device must be identifiable, with visible make and model, it must switch on together with the engine, ensure visibility in daylight and in the night, as well as in conditions of bad visibility, and it must fulfill the following technical requirements:
a) display frequency ≥ 30 screens per second;
b) resolution ≥ 2 megapixels;
c) size of the picture sensor ≥ 1/3";
d) capture angle < 100°;
e) minimum recording lighting ≤ 0,05 lx;
f) aperture ≥ F/1,4;
g) maximum size including fixtures (length, width, height): 150 x 100 x 100 mm;
h) working temperature range from –20 °C to +45 °C.
The view-registration device must be placed on the left side of the vehicle as close as possible to the pillar next to that part of the windscreen which is cleaned by windscreen wipers. It must be adjustable and properly secured so that it does not change its setting during driving.
The view-showing device must be identifiable, with visible make and model, it must switch on together with the engine, ensure visibility in daylight and in the night, as well as in conditions of bad visibility, and it must fulfill the following technical requirements:
a) display in colours;
b) automatic adjustment of brightness and contrast depending on ambient lighting;
c) display frequency ≥ 30 screens per second;
d) resolution ≥ 1280 x 720 megapixels;
e) luminance ≥ 400 cd/m2;
f) contrast ≥ 350:1;
g) diagonal size of the screen from 17 to 30 cm;
h) working temperature range from –20 °C to +45 °C.
The view-showing device must be placed within the driver’s visibility area and incorporated in or affixed to the panel of the vehicle.
The view-registration device and the view-showing device must be connected by wire. The view-showing device must have only one function - to live display what the video camera captures. The display installed by the vehicle manufacturer must not be used as the view-showing device.
In order to register such a vehicle:
- it must be adapted following the above-mentioned requirements;
- the vehicle has to be presented for the verification of the vehicle data in the course of which the installation of proper light devices and additional indirect visibility devices will be verified;
- the vehicle is to be registered at any of the CSDD service centres.
At the roadworthiness test, the inspector will verify, among others, the compliance of the additional indirect visibility devices with the requirements of the Roadworthiness regulation.
