General information
If the vehicle registration certificate is damaged or has expired, a new document must be obtained in its place.
If the vehicle registration certificate is lost or stolen, a new document must be obtained in its place.
If the document is lost and another type of registration action is required (eg change of ownership registration or change of number plates), the registration certificate will be renewed at the same time as this registration action.
Registration in e-CSDD
If the vehicle registration certificate is lost, in e-CSDD you can make an application for a new registration certificate by post. This action can be performed by both the registered owner of the vehicle and the registered holder (both natural and legal persons).
e-CSDD service is available through the “Single Logon” link and selecting the most appropriate authentication method — using your credit institution, e-signature smart card or electronic signature.
After authorization, in the section "Operations with vehicles", select "Receipt of the Registration Certificate", where the necessary actions are performed.
Important!
- The registration certificate will be sent by post to the specified address in Latvia by ordinary mail without insurance.
- The specified address must have a free mailbox.
- When applying for a registration certificate by post, the applicant is fully responsible for the loss of the registration document during delivery.

Registration in e-CSDD can be performed if the following conditions are met:
- if the owner or holder of the vehicle is a natural person, the CSDD register contains information regarding a valid identity document issued to the person in Latvia;
- if the owner or holder of the vehicle is an undertaking, its status permits the registration of the vehicle in its possession (the undertaking has not been liquidated, reorganised, its registration has not been cancelled or the economic activity has not been suspended).
- the vehicle is registered in Latvia;
- the vehicle is registered;
- after the last registration activity, no changes in the technical data have been determined in the comparison of the vehicle unit numbers or no reconstruction has been performed;
- the vehicle has not been excluded from the register because it has been registered abroad or due to the fact that the unit number verification or road worthiness inspection has not been performed for 3 years;
- the vehicle has not registered a ban on the performance of the relevant registration activities (including owner's ban);
- the penalties imposed on the vehicle, owner or holder have been paid.
Registration in customer service center
The registration of a vehicle may be performed by its owner (possessor), holder or a person authorized by them (see the section " Persons who may submit documents for registration of a vehicle to the Road Traffic Safety Directorate ").
The change (renewal of the lost place) of the registration certificate shall be performed in the following order:
- submit the registration certificate of the vehicle, if it has not been lost;
- submit a police statement regarding the fact of the theft of the document. The statement does not have to be submitted if the registration certificate is changed, a new registration certificate is issued in case of a loss or the information has been provided to the police and information about it is available in the State Register of Vehicles and their Drivers;
- submitter present the personal document, passport or identity card. Driving license issued by the CSDD may be presented if the Population Register contains information regarding the valid passport or ID card.
In addition, if the vehicle is removed from the register, the vehicle is needed to be presented for unit number verification (see the section "Comparison of unit numbers" for details).
