Requirements for the point of sale

An area of at least 150 m2 (in a building or in an enclosed open area) shall be installed at the point of sale, in which vehicles or numbered units intended for sale shall be placed. If the point of sale is intended solely for the sale of mopeds, motorcycles, tricycles or quadricycles, the area must be at least 30 m2.

Only vehicles and their numbered units put up for sale may be located in the sales area set up at the point of sale. A place for customer service and storage of record keeping documents or other documents and trade mark plates related to the trade activities of the merchant's vehicles must be installed in the building or in a structure specially designed for this purpose at the point of sale.

The location of the point of sale ensures free and safe movement of vehicles and pedestrians, as well as easy access to the vehicles sold and numbered units.

The point of sale must be equipped with a computer, printing equipment and Internet connection in order to ensure the preparation of relevant acts, draw up a document certifying the acquirer's ownership (ownership certificate) and make a note in the state register of vehicles and their drivers.

The merchant, using the connection to the Trade Register, obtains the technical data of the vehicle and saves information about the performed activities.

A price list, at least in A5 format, containing the following information must be placed in a visible place for the vehicle in the sales territory (behind the windscreen for the car), which must contain the following information:

  • vehicle make, model;
  • the 1st registration (release) year of the vehicle;
  • the odometer reading of the vehicle when the vehicle is accepted for sale;
  • vehicle identification number;
  • the selling price of the vehicle in euros, including taxes, may additionally indicate separately the amount of value added tax included or a reference to the special value added tax application regime;
  • the number of the act of acceptance of the vehicle for sale;
  • information regarding the vehicle safety system - electronic stability systems (ESP), anti-lock braking systems (ABS), electric power steering (EPS), the presence of airbags, their technical condition and functional inspection;
  • information whether the vehicle is technically suitable for use in road traffic;
  • carbon dioxide (CO2) emissions per kilometer from a passenger car registered for the first time after 31 December 2008 which is equipped with an internal combustion engine or is equipped with an internal combustion engine and uses energy from electrical or propulsion storage devices stored in the vehicle (for example, battery, capacitor, flywheel or generator).

The price list can be drawn up in the Trade Register upon receipt of a printout in PDF format, or the merchant can create it himself.

The price list can be drawn up several times in the Trade Register (the number is not limited), changing the information included in the price list according to the need. The price indicated on the price list is for information only and may differ from the selling price of the vehicle.

A vehicle or numbered unit which has been put up for sale but not sold must be returned to its owner or his representative at the request of that person.

If a vehicle registered in Latvia has been handed over for sale, the state registration number plates assigned to it must be stored at the point of sale until the vehicle is sold or returned to its owner. The merchant has no right to transfer the received number plates to other persons. The merchant must ensure such conditions as to prevent the possibility for unauthorized persons to access the number plates.
