Termination of registration without transfer of registration plates during COVID-19
As from 25.04.2020, during the emergency situation related to the spread of Covid-19 and three months after it, e-CSDD has the right to temporarily suspend registration of the vehicle without transferring the vehicle's license plates. Please ask your insurer if you are able to receive the unused part of the insurance premium in this case.
The operation can be done electronically in e-CSDD by the registered owner of the vehicle or in case the registered owner is a leasing company — a registered vehicle holder. This service is not available in CSDD customer service centers.
E-CSDD service is available through the “Single Logon” link and selecting the most appropriate authentication method — using your credit institution, e-signature smart card or electronic signature.
After authorization, in the section “Operations with vehicles” select “Termination of registration and renewal of the inventory during COVID-19”, where the necessary actions are carried out.
Upon termination of registration without the transfer of registration plates, the vehicle register will be marked “Registration of the vehicle temporarily suspended, registration plates of the vehicle shall not be transferred”.
Important!
- It is forbidden to participate in road traffic with a vehicle whose registration has been discontinued.
- The registered owner and holder of the vehicle is responsible for the storage of registration plates. State registration plates are prohibited from transferring for use to another vehicle.
- The suspension of the registration of a vehicle shall not temporarily relieve the owner and the holder of the vehicle from being responsible for and handling the vehicle.
In order for a vehicle whose registration has been discontinued without the transfer of registration plates to be used in road traffic, the vehicle must be re-registered in the e-CSDD, unless the vehicle is written off. This operation can be done electronically in e-CSDD by the registered owner of the vehicle or in the case if the registered owner is a leasing company - a registered vehicle holder. This service is not available in CSDD customer service centers.
Payments
Upon termination of registration of a vehicle, the following payments must be made.

* If the owner or holder of the vehicle is a person who is subject to exemption or relief from payment of the vehicle's operating tax and wish to apply it to that vehicle, please declare the application of the exemption/relief here: 'Tax relief declaration'. On e-CDD you may declare:
- application of the exemption to persons with disabilities;
- application of relief to a member of a large family.
Other statutory exemptions or tax exemptions can be applied only by contacting a CSDD customer service centre.
Registration of a vehicle may be terminated if the following conditions are met:
- the vehicle is registered in Latvia and has not been removed from the register;
- if the owner or holder of the vehicle is an undertaking, its status permits the registration of the vehicle in its possession (the undertaking has not been liquidated, reorganised, its registration has not been cancelled or the economic activity has not been suspended).
- the vehicle has not registered a ban on the performance of the relevant registration activities (including owner's ban);
- the vehicle has not been transferred to or held by another person;
- when the vehicle is reinstated after the registration has been discontinued, the penalties imposed on the vehicle or the owner have been paid.
