Changing the registration certificate of the vessel, renewing it in the place of the lost one

General information

If the vessel's registration certificate is lost, stolen, damaged or has expired, a new document must be obtained in its place.

If the document is lost and another type of registration action is required (e.g. change of ownership registration or change of number plates), the registration certificate shall be renewed at the same time as this registration action.

Registration in e-CSDD

If the registration certificate is lost, the application for a new registration certificate can be made in e-CSDD. When drawing up the application, you must indicate the desired way of receiving the registration certificate. The document can be received:

  • at any CSDD customer service centre. The document can be received by any adult person by presenting the QR code sent to the buyer by e-mail and his / her identity document;
  • by post to the specified address in Latvia. The registration document will be sent by post to the specified address in Latvia by ordinary mail without insurance.

This activity can be performed by the registered owner or registered holder of the vessel (both adult natural persons and legal entities).

The e-CSDD service is available using the “Single Login” link and choosing the most appropriate type of authentication - using your credit institution, E-signature smart card or electronic signature.

After authorization, in the section "Operations with vehicles", select "Receipt of the Registration Certificate", where the necessary actions are performed.

Registration in e-CSDD can be performed if the following conditions are met:

  • the person carrying out the activity is one of the following persons:
    • an adult natural person, if the CSDD register contains information regarding a valid identity document issued to a person in Latvia;
    • A company registered in Latvia, if its status allows the registration of a vessel in its ownership (the company has not been liquidated, reorganized, its registration has not been cancelled or economic activity has not been suspended);
  • if the holder of the vessel is a natural person, the CSDD register contains information regarding a valid identity document issued to the person in Latvia and the person has been declared to reside in Latvia;
  • if the owner or holder of the vessel is an undertaking, its status permits the registration of the vehicle in its possession (the undertaking has not been liquidated, reorganised, its registration has not been cancelled or the economic activity has not been suspended).
  • the vessel is registered in Latvia;
  • the vessel is registered;
  • no changes in the technical data have been determined in the unit verification of the vessel units after the last registration activity;
  • the vessel has not been registered with a prohibition for the performance of the relevant registration activities (including owner's ban);
  • the penalties imposed on the vessel, owner or holder have been paid.

Registration in customer service centre

The registration of a vessel may be performed by its owner (possessor), holder or a person authorized by them (more: “Persons who may register a vessel”).

The change (renewal of the lost place) of the registration certificate shall be performed in the following order:

  • submit the registration certificate of the vessel, if it has not been lost;
  • submit a police statement regarding the fact of the theft of the document. The statement does not have to be submitted if the registration certificate is changed, a new registration certificate is issued in case of a loss or the information has been provided to the police and information about it is available in the State Register of Vehicles and their Drivers;
  • submitter present the personal document, passport or identity card. Driving license issued by the CSDD may be presented if the Population Register contains information regarding the valid passport or ID card.

In addition, if the vessel does not have an identification number or it is a jet ski, cutter or motorboat registered in Latvia until February 1st 2004, the vessel must be presented for unit number verification.
