Issue of a power of attorney in e-CSDD or in person

Any person (both natural and legal person) can draw up an authorization for a specific person to perform certain activities with the vessel or its engine in the CSDD in any CSDD customer service center or on e-CSDD. That means that the authorized person indicated in the authorization note may perform the activities specified in the authorization note by personally contacting any of the CSDD customer service centers and submitting the documents necessary for the performance of the registration activity. The authorization mark does not apply to activities in the e-CSDD.

Fee for drawing up an authorization mark - EUR 6,46.

When drawing up the authorization, the following data must be provided:

  • details of the authorized person:
    • for a natural person who has been assigned a personal identification code in Latvia, the given name, surname and personal identification code must be indicated;
    • The name and registration number of a Latvian legal person must be indicated;
    • for a natural person who has not been assigned a personal identification code in Latvia, the given name, surname, date of birth, number of the identity document and the country of issue must be indicated. It should be noted that the authorization mark will be valid only if the authorized person presents the personal identification document indicated in the note and the data indicated in the note correspond to the personal data specified in this personal identification document;
  • an indication of whether the authorization mark applies to one specific vessel or outboard engine or to all vessels and outboard engines owned and held by the holder of the authorization. The authorization mark may also be made in respect of vessels and outboard engines not registered in Latvia;
  • the activities which the authorized person is entitled to perform. When making a mark, only one of the marks in the menu can be marked;
  • the period of validity of the authorization mark, which may not exceed one year.

The authorized person indicated in the authorization note may perform the activities specified in the authorization note by personally contacting any of the CSDD customer service centers and submitting the documents necessary for the performance of the registration activity.

Making an authorization mark in the CSDD customer service center

An authorization can be issued at the CSDD customer service center by both a natural person and a legal entity's signatory (if several persons have the right to sign together, the authorization requires confirmation of all signatories) by presenting a personal identification document (personal passport, identity card, CSDD driving license or driving permit), driving licence).

If at the same time as drawing up the power of attorney any documents substantiating the registration are submitted to the CSDD, but the power of attorney is not used for the registration activity within the validity period indicated in the power of attorney note, the mark of the power of attorney shall be deleted. The submitted documents can be received within 30 days after the deadline at the CSDD customer service center where they were submitted. The unclaimed documents are destroyed by the CSDD. 

Making an authorization mark in e-CSDD

The authorization mark in e-CSDD can be drawn up:

  • a natural person only in his / her own name, using his / her e-CSDD account;
  • a representative of a legal entity using the e-CSDD account of the legal entity, if the representative has been granted the following rights in the e-CSDD.

It is possible to draw up an authorization mark for e-CSDD by logging in through your credit institution in Latvia or using the link "Single application www.latvija.lv", and after authorization and in the section "Vehicle operations" opening "Authorization mark".

In order for a legal entity to draw up an authorization mark in the e-CSDD, the representative of the legal entity must have the right to draw up an authorization mark in the CSDD register.

To mark such rights, follow these steps:

  • After opening the e-CSDD and legal entity account, open “Administer account”:
  • In the opened window, mark the representative with the necessary rights (or add a new representative):
  • The selected person shall be marked with the right “Right to draw up an authorization mark in the CSDD register”.
