General information

When registering a vehicle, changing its state registration number (hereinafter - number) or receiving a number plate in case of loss or theft, its owner, holder or possessor may choose the number to be registered for the vehicle.

A chosen state registration number is considered to be the number chosen by the owner (holder) of the vehicle instead of the number assigned by the computer in a certain general order.

You can choose and order a number:

  • electronically in e-CSDD from the next series of common use numbers to be assigned;

  • in CSDD customer service centre, where you can choose:
    • a number from free numbers available in any CSDD customer service centre;
    • a previously registered and changed number, if the CSDD has the right to assign it to another vehicle (the previously issued number plates have been transferred to the CSDD and more than one year has passed since the number change).

The selected and ordered number can be registered only for the vehicle which is owned, held or possessed by the applicant of the order.

When ordering a selection number, you must indicate the customer service center of CSDD, where the registration of the selected number will be carried out.

The chosen and ordered number must be registered under the following conditions:

  • the chosen and ordered number must be registered for the vehicle and person specified in the order within 10 days after ordering the number (excluding the day of ordering);
  • when ordering an optional number, a fee for the production of license plates must be paid:
    • for vehicles for which 1 license plate can be produced (motorcycles, quadricycles, tricycles, mopeds, trailers and semi-trailers) - EUR 11,16 EUR;
    • for vehicles for which 2 license plates can be produced (cars, buses) – EUR 22,31;
  • When ordering the number plate in the online system e-CSDD, the respective payment for selection of the number plate shall simultaneously be carried out in the following amounts:
    • EUR 500.00 for motor vehicles (except mopeds) if the number plate has one or two digits, with equal digits of numerical symbols or a combination of numbers in which the first digit is any number and all remaining digits are "0" (zeroes);
    • EUR 150.00, if the number plate does not meet the conditions mentioned above, or for a trailer or a moped.

Order of the selected number plate shall be considered completed only after the mentioned payments are done!

Important!

  • Payment must be made within 2 hours. During this period, the chosen number is reserved for the customer. If payment is not made within this time, the order will be canceled as unpaid and the number will be returned to the list of available numbers.
  • In the event the selected number plate is not registered within the determined deadline of 10 days in respect for the vehicle stipulated in the order made for the number plate:
    • payment done for selection of the number plate (i.e., EUR 150.00 or EUR 500.00) can be refunded. In order for the payment to be refunded, the person shall submit an application in the online system e-CSDD, indicating "Application for refund" in the "Subject" field;
    • payment for production of the number plate (EUR 11.16 for each produced number plate) is non-refundable.
  • A number with one or two digits, an equal combination of numeric symbols and a combination of digits, the first digit of which is any digit and all remaining digits are “0” (zero), may be selected, chosen and registered not more than once a year for each vehicle person owns holds or possesses. 

The registration of the chosen and ordered number is performed in person at the CSDD customer service centre indicated.

When registering the selected number, you will have to pay for the specific registration activity to be performed, the registration certificate and the selection of the state registration number. The selection fee depends on the selected registration number type:

  • EUR 500,00 (with VAT) for the optional number for a motor vehicle, except for a moped, if the national registration number has one or two digits, the same combination of numerical symbols and a combination of digits whose first digit is any number and all remaining digits are "0" (zero);
  • EUR 150,00 (with VAT) for optional number for motor vehicles, if the state registration number does not meet the conditions mentioned above, as well as for a vessel, trailer and moped.

If the number is not chosen at the time of vehicle registration and the CSDD customer service center is indicated as the number registration place, where the number plates are not located at the time of order, the selected number plates will be received and registered at the specified CSDD customer service center within the following time limits:

  • CSDD Riga customer service center - within 2 working hours after receipt of the application for vehicle registration;
  • in other CSDD customer service centers - within the four working day after the number selection confirmation (excluding the selection day).

After ordering the chosen number and making the specified payment, it is not possible to change the place of receipt and registration of the chosen number.

Only one chosen number can be ordered per vehicle at a time.

More information on number selection in e-CSDD

The service can be used by logging in e-CSDD using Single Sign-On (SSO).

The selected number can be registered only for the vehicle specified in the application owned, held or possessed by the applicant (the person from whom the order was made from the e-CSDD account).

The e-CSDD service is available only for vehicles that meet the following conditions:

  • the vehicle is registered in Latvia, or not registered in Latvia, but presented for verification of unit numbers (for more details, see the section "Verification of unit numbers");
  • the vehicle is intended to be fitted with number plates of general importance (no number plates intended for a taxi, off-road vehicle, diplomatic persons, the Latvian Army, or an electric vehicle have been assigned);
  • A vehicle not registered in Latvia has an identification number (VIN) assigned by the manufacturer of 17 characters;
  • the type of number plates to be installed specified for the vehicle (see the section "Description of number plates") corresponds to the type of number plates installed provided for in regulatory enactments (the service is not available if any of the specified number plates to be installed is type E);
  • the vehicle has not been declared in search by the police;
  • the vehicle has not been written off, removed from the register because it has been exported, or removed for export from the Republic of Latvia.
