Registration at the CSDD customer service center
The registration of a bicycle (incl. cycle rickshaw) and an electric scooter in the CSDD customer service center shall be performed in the following order:
- present the bicycle or electric scooter to the CSDD so that the CSDD can obtain the photos required for registration and determine the technical data required for registration;
- the person presents his or her personal passport or ID card. A driver's document issued by the Road Traffic Safety Directorate may be presented if the Population Register contains information on a valid personal passport or ID card.
The registration of a bicycle and an electric scooter in the CSDD customer service center can be performed by:
- bicycle owner / authorized user of electric scooter - an adult natural person;
- bicycle owner / authorized user of electric scooter - an authorized person of an adult natural person who, when registering a bicycle, submits a free-form owner's authorization, and when registering an electric scooter, submits a written authorization of the entitled user*
- bicycle owner / authorized user of the electric scooter - the guardian of a minor natural person - presenting a document certifying guardianship or guardianship and submitting a copy thereof;
- bicycle owner / authorized user of the electric scooter - a guardian of a natural person - by presenting a document certifying guardianship and submitting a copy thereof;
- bicycle owner / authorized user of the electric scooter - representative of a legal entity - if any of the following conditions is met:
- the signature rights of the representative are registered in the Register of Enterprises. If several persons have the right to sign together, the presence of all persons entitled to sign is required;
- the representative acts on behalf of the legal person on the basis of regulatory enactments, statutes or regulations. If the rights of the representative are justified by the statutes or by-laws of the legal person, a copy of this document shall be submitted, presenting the original;
- submit the power of attorney of the bicycle owner / authorized user of the electric scooter. When registering a bicycle, a free-form owner's authorization is submitted, while when registering an electric scooter, a written authorization of the entitled user is submitted*.
* One of the following is considered a written authorization:
- In CSDD's customer service center or e-CSDD, make a mark of authorization for the authorized person to perform the necessary actions (for more details, see "Issue of authorization in e-CSDD or in person");
- certified authority of a sworn notary or other person specified in Article 1474 of the Civil Law to perform the necessary actions. In a foreign country, the power of attorney can be certified by the Latvian embassy or a foreign notary. If the power of attorney is not certified in a country of the European Union, the European Economic Area or the Swiss Confederation, it needs legalization.
