From 01.04.2024 it is allowed to participate in road traffic only with electric scooters and bicycle rickshaws that are registered and have one state registration sticker attached to their structure*. Those electric scooters that have been registered and received holographic stickers by 01.01.2024 must also receive a new state registration sticker. The new sticker can be applied for at e-CSDD or at any CSDD customer service center

Bicycle registration is voluntary.

What is a bicycle, cycle rickshaw and electric scooter?

Bicycle:

  • is powered by the muscular power of an individual using pedals or handles;
  • may be equipped with an electric motor:
    • the main function of which is helping pedalling or turning handles;
    • the power of which does not exceed 1 kW;
    • the operation of which is deactivated after reaching a speed of 25 km/h or when the driver stops pedalling or turning handles.

Cycle rickshaw:

  • a bicycle specially made for transporting passengers or cargo;
  • width exceeds one meter.

Electric scooter:

  • the total power of electric motors does not exceed 1000 W;
  • the maximum designed speed does not exceed 25 km/h;
  • no pedals;
  • intended for one person;
  • equipped with a steering wheel or armrest mechanically connected to the footrest;
  • if a seat is installed, it is lower than 54 cm.

When to register?

In order to participate in road traffic with an electric scooter or a cycle rickshaw, it must be registered with CSDD and a state registration sticker must be received, which is attached to the vehicle.

If an electric scooter was registered with CSDD before 01.01.2024, a new sticker must be received for it.

If the maximum driving speed intended by the manufacturer of the electric scooter exceeds 25 km/h, but a speed limiter is installed, the electric scooter can be presented for a maximum speed verification.

The verification is carried out at the CSDD Riga Customer Service Centre (Bauskas iela 86, Riga) by presenting the electric scooter at the vehicle aggregate number comparison point (entrance from Antenas iela 2A, Riga). Speed measurements are carried out during Riga Customer Service Centre working hours. No prior appointment is required. If, as a result of the measurement, it is determined that the maximum vehicle moving speed does not exceed 25 km/h and the other technical data meet the definition of an electric scooter, its registration will be provided immediately after carrying out the speed measurement.

Registration of bicycles is voluntary.

Who must register?

A bicycle is registered as property, but the electric scooter is registered in lawful use of the following persons:

a natural person who has reached the age of 16, but a cycle rickshaw – a natural person who has reached the age of 18, and who is a citizen or non-citizen of Latvia or a foreigner, information about which is included in the Register of Natural Persons and who has a legal basis to reside in Latvia. Registration of a bicycle (except cycle rickshaw) or an electric scooter for a minor is performed by his or her guardian;

a legal entity registered in Latvia.

Possible activities with a registered bicycle and electric scooter

Bicycle can be removed from the inventory, written off, and the change of its owner’s data can also be registered. If the bicycle is registered with CSDD and appropriated to another person, the expropriator must first remove it from the register and only then the acquirer can register the bicycle in his/her possession.

A change of authorised user can be registered for an electric scooter, as well as the authorised use can be terminated. When registering a change of authorised user, the previously registered authorised user does not have to remove the electric scooter from the register.

Bicycle is removed from the register and the authorised use of the electric scooter is terminated free of charge.

Information about bicycles and electric scooters registered by other persons is not available in the register.

Registration locations

A bicycle and an electric scooter are registered (including applying for a new sticker or performing other activities) in e-CSDD or at any CSDD customer service centre (except roadworthiness testing stations).

An electric scooter which does not have a manufacturer’s serial (production) number may only be registered at CSDD customer service centre.

Registration sticker conditions

When registering a bicycle or an electric scooter, a registration sticker is issued.

Sticker is attached to the structure in an easily visible and accessible place so that the barcode is not damaged or bent! See a video tutorial on how to attach an electric scooter sticker here.

If the sticker is worn or lost, a new sticker must be received. It is applied for in e-CSDD or at any CSDD customer service centre.

CSDD does not register:

  • a bicycle without a frame number;
  • an electric scooter, which technical data are not publicly available from the manufacturer;
  • a bicycle, if it has already been registered for another person and has not been removed from the register;
  • if there is a record that the bicycle or electric scooter is stolen;
  • if the technical data of the bicycle or electric scooter do not match the definition set for the type of these vehicles.

If, after registration of a bicycle or electric scooter, it is established that the registration has not been performed in the prescribed manner, CSDD cancels the registration.

Action in case of theft

If a bicycle or electric scooter is stolen, we recommend to:

  • register a record of theft in e-CSDD, because the record will not allow to register the vehicle for another person;
  • submit an application of the fact of theft to the State Police, because the record in CSDD register is informative and the State Police does not receive this information.

A record of theft of a bicycle and electric scooter in the register is made free of charge.
