Categories of technical modifications

Allowed technical modifications are split in 3 categories referred to in Annex 2 to the modification rules. 

Technical modification of category one: individual technical modification of the vehicle not requiring approval of the technical documentation of the technical modification.

General procedure for the technical modification of category one:

  1. Technical modification of the vehicle must be carried out in accordance with the requirements of Annex 3 to the modification rules without drawing up the technical documentation.
  2. The vehicle must be presented for the technical expertise at any roadworthiness testing station suitable for the given category of vehicle.
  3. Having received approval of the technical expertise, the owner (holder) of the vehicle applies for the registration of this technical modification at any of CSDD Service centres.

Technical modification of category two: individual technical modification of the vehicle requiring drawing up and approval of the technical documentation of the technical modification. For example, replacement of the petrol fueled engine with the diesel fueled engine of another make of vehicle; conversion of the platform type body to the log carrier; conversion of the vehicle having box type bodywork for the bus. 

General procedure for the technical modification of category two:

  1. Technical documentation (hereafter - documentation) of the technical modification has to be drawn up in accordance with the requirements of chapter 6 and Annex 3 “Essential technical requirements for technical modifications of vehicles” of modification rules.
  2. Pays for project coordination in the amount of 62,68 euros on e-CSDD or at a CSDD customer service center.
  3. The documentation is to be sent for endorsement to CSDD, e-mail: parbuves@csdd.gov.lv, indicating the person submitting the documentation and contact details and attaching a copy of the proof of payment for endorsement.
  4. CSDD delivers or refuses endorsement within 15 days. The documentation is refused, if it fails to comply with the requirements of Annex 3 “Essential technical requirements for technical modifications of vehicles” of the modification rules.
  5. CSDD sends endorsement or refusal of the endorsement to the e-mail address indicated by the applicant.
  6. The technical modification is carried out in accordance with the endorsement documentation.
  7. The vehicle with the technical modification carried out shall be submitted for technical expertise at the roadworthiness testing station suitable for the given category of vehicle together with the approved documentation (in printed form).
  8. Having received endorsement of the technical expertise, the owner (holder) of the vehicle applies for the registration of this technical modification at any of CSDD Service centres.

Technical modification of category three: series technical modification offered as the service by business entity or company - technical modifier, for example, conversion to driving exercise vehicle or installation of the back-up controls; installation of the gaseous fuel system.

Prohibited technical modifications are listed in section III of the Regulation No. 725 of the Cabinet of Ministers “Regulation on technical modifications”, for example: 

  • modifications of the design of suspension; 
  • installation of the frame of other make; 
  • installation of the fuel tank which is self-made, of other make and model or not included in the type-approval of the vehicle.
