On-site change of owner in CSDD client service centre

In person, the change of owner is registered at the CSDD customer service centre by registering the change of owner in the presence of the seller (transferor) and the buyer (acquirer) or their authorized persons (for more details, “ Persons who may perform registration ”).

The seller of the vessel or its outboard engine may also authorize the buyer to register the change of ownership. The transferor may draw up an authorization mark in the e-CSDD or in any CSDD customer service center (for more details, see “ Authorization in e-CSDD or in person ”).

Attention! In case of authorization, the change of ownership is recorded when the buyer registers the change of owner in the CSDD customer service centre and receives a new vessel registration certificate. Until the moment of registration of the change of ownership, the responsibility for the craft lies with the seller (the last registered owner of the vehicle)!

If the change of owner is performed for a registered vessel, upon the seller's approval of the change of ownership, removal from the register for alienation in Latvia is performed (more detailed " Removal of a vessel from register in Latvia for alienation in CSDD client service centre " )

A change of owner cannot be performed at the CSDD client service centre if:

  • it has a registered ban;
  • no penalties imposed on the vessel, seller or buyer have not been paid.

The registration of the change of owner shall be performed in the following order:

  • present the vessel for the unit number verification if the craft does not have an identification number, as well as all jet-skis, cutters and motor boats last registered in Latvia till February 1st 2004. (for details see "Unit number verification");
  • submit a vessel registration certificate, but for an out-board engine - a statement issued by the CSDD regarding the ownership of the vessel engine;
  • submitter presents the personal document, passport or identity card. Driving license issued by the CSDD may be presented if the Population Register contains information regarding the valid passport or ID card
  • if the buyer is a legal person which is not registered in the Register of Enterprises and whose legal status is not determined by law, a document certifying the status of the legal person must be presented. A foreign legal person must submit a document certifying the status of a legal person notarized not earlier than one year ago (unless information is available to the CSDD in the register of foreign enterprises).
