Acceptance of vehicle for treatment
In accordance with the End -of-Life Vehicles Management Law, the treatment facility ensures that the owner of a used car, lorry with a gross vehicle weight of up to 3500 kg, tricycle and quadricycle can return the vehicle to the treatment facility acceptance point at no cost if the end-of life vehicle contains these essential components - engine, steering gear, chassis, transmission, as well as no additional waste has been added to the vehicle and the vehicle is not registered in the Commercial Pledge Register.
If the vehicle has to be transported to the treatment facility, the owner of the vehicle must agree with the treatment facility separately. It must also be agreed separately with the treatment facility if the owner of the vehicle wishes to keep and further use certain components of the vehicle.
In accordance with Cabinet Regulation No. 387 of 08.07.2014 “Procedure for Completion and Issuance of Vehicle Liquidation Certificate”, when accepting a vehicle for processing, the liquidation certificate is filled in electronically using the software developed by CSDD for the use of the End-of-Life Vehicle Certificate (NTLS) register. In accordance with the above-mentioned regulations, the vehicle is written off in the Vehicle Register automatically after the treatment facility has made a note on the issuance of the certificate of liquidation. Information on the procedure by which treatment facilities can make prepayment for the issuance of liquidation certificates can be found at the end of the section - in the appendix.
The vehicle may be accepted for treatment only after its inspection, if all the required documents are submitted (see section Required documents ), as well as if the technical data of the vehicle (numbered unit) correspond to the submitted documents and there is no suspicion of unit numbers or forgeries of the submitted documents.
The vehicle may be handed over for treatment by the owner of the vehicle or his authorized person (for more details, see the section Persons who may hand over the vehicle to a treatment facility).
The abandoned end-of-life vehicle shall be handed over to the treatment facility by Cabinet Regulation No. 748 “Regulations regarding the Recognition of End-of-Life Vehicles as Discarded and the Procedure for Transferring Discarded End-of-Life Vehicles to a Treatment Facility” in accordance with the specified procedures.
When accepting a vehicle for treatment, the treatment facility issues a certificate of destruction, which is a printout from the register, to the owner (holder) of the vehicle or his or her authorized person. The certificate of destruction is prepared by the treatment facility.
Treatment facility:
- data regarding a vehicle registered in Latvia is obtained from the State Register of Vehicles and their Drivers;
- all information regarding end-of-life vehicles accepted for treatment (including those not registered in Latvia) and issued certificates of destruction are included in the register. Based on the data entered by the treatment facility in the register of the vehicle accepted for liquidation, the vehicle is automatically written off;
- when accepting vehicles for processing, ensures the registration of the number plates and registration documents handed over together with the end-of-life vehicle, indicating the data regarding the handover thereof in the register of certificates of destruction of end-of-life vehicles;
- at least once a month shall ensure the destruction of the transferred number plates and registration documents and shall draw up a relevant report thereon.
