Exchange of a licence issued in Latvia

Necessary documents:

  • driving licence which needs to be exchanged;
  • valid health examination. A person can verify its validity in e-CSDD or in person at CSDD customer service centre. The health examination can be done at a family doctor or at medical commissions established in medical institutions.

Driving licence can be changed for a person whose permanent place of residence is in Latvia. If a person's permanent residence is abroad, the change of license must be made in the specific country.

Driving licence must be changed if:

  • it has expired or is about to expire;
  • personal data have changed, such as name, surname and/or personal identification number. In this case, licence change must be done within 30 days;
  • it is damaged;
  • a new driver's qualification has been obtained (incl. the period of validity of periodic training (code 95) has changed or a person who has been issued a driver's license with the right to drive a vehicle with an automatic transmission only (code 78) has passed a driving test with a car equipped with a mechanical transmission);

If the person wishes, it is possible to change the driving licence even without any particular reason.

The driving licence can be exchanged only in person at CSDD customer service centers that provide driver qualification services. No prior appointment is required for the visit.

Exams are not required to exchange the driving licence! CSDD does not impose a penalty for changing the driving licence after the expiry date. However, it should be taken into account that if the licence has expired, the prohibition to drive vehicles comes into effect, and if a vehicle is driven during this time, a penalty can be imposed by police officers.
