Issue of a power of attorney in e-CSDD or in person

Any person (both natural and legal) may draw up an authorization for a specific person to perform certain action with the vehicle at any Customer Service Center of CSDD or in e-CSDD. This means that the authorized person will be able to carry out the action indicated in the authorization mark when in person at any Customer Service Centers of CSDD and submitting the documents necessary for the given action. The authorization mark does not apply to activities in the e-CSDD.

Fee for drawing up the authorization mark - EUR 6,46.

When drawing up the authorization, the following data must be provided:

  • details of the authorized person:
    • for a natural person having the personal identification code assigned in Latvia, given name, surname and personal identification code;
    • for a legal person of Latvia – name and registration number;
    • for a natural person not having the personal identification code assigned in Latvia, given name, surname, date of birth, number of the identity document and the country of. It should be noted that the authorization mark will be valid only if the authorized person presents the identity document indicated in the note and the data on the person indicated in the note correspond to the data of the presented document;
  • an indication of whether the authorization mark applies to one specific vehicle or to all vehicles owned and held by the person making said mark. The authorization mark may also be made in respect of vehicles not registered in Latvia;
  • action which the authorized person is entitled to carry out. When making a mark, only one of the marks in the menu can be marked;
  • the period of validity of the authorization mark, which may not exceed one year.

The authorized person indicated in the authorization mark may carry out the actions specified in the authorization mark when in person at any Customer Service Center of CSDD and submitting the documents necessary for the given action.

Making an authorization mark at the Customer Service Center of CSDD

An authorization can be made at the Customer Service of CSDD by both a natural person and the signatory authority of a legal person (if several persons have the right to sign together, the authorization requires confirmation of all signatories) by presenting a personal identification document (personal passport, ID card, driving license issued by CSDD or driver’s training certificate).

If at the same time as drawing up the power of attorney any documents substantiating the registration are submitted to the CSDD, but the power of attorney is not used for the registration activity within the validity period indicated in the autorisation mark, the autorisation mark is deleted. The submitted documents can be received within 30 days after the deadline at the Customer Service Center of CSDD where they were submitted. The unclaimed documents are destroyed by the CSDD.

Making an authorization mark in e-CSDD

The authorization mark in e-CSDD can be done:

  • by a natural person only in his / her own name, using his / her e-CSDD account;
  • by a representative of a legal person using the e-CSDD account of the latter, if the representative has been granted respective rights in the e-CSDD (for details see: Authorization to work with company data for other persons).

It is possible to make an authorization mark for e-CSDD by logging in through your credit institution in Latvia or using the link "Single application www.latvija.lv", and after authorization and opening the e-CSDD software where the section "Operations with vehicles" has to be chosen and then “Registration of Authorization ".

In order for a legal entity to make an authorization mark in the e-CSDD, the representative of the legal entity must have the right “Right to draw up an authorization mark in the CSDD register” enabled.

To enable such rights, follow these steps:

  • after opening the e-CSDD and legal entity account, open the section “Manage account”:

  • In the opened window, mark the representative with the necessary rights (or add a new representative):

  • The selected person shall be marked with the right “Right to make an authorization mark in the CSDD register”.
