Persons who may register a vehicle

When requesting any action at CSDD, the person presents his or her passport or ID card. A driver's license issued by CSDD may be presented if the Population Register contains information of a valid passport or ID card.

The necessary documents for registration of a vehicle at CSDD may be submitted by:

  • owner or possessor - an adult natural person. If the owner or possessor is a minor or a person over whom guardianship has been established, the documents are submitted by the guardian or the trustee of that person, presenting a document certifying guardianship or trusteeship respectively;
  • a representative of the owner or possessor - a Latvian legal person, if any of the following conditions is met:
    • the signature rights of the representative are registered in the Register of Enterprises. If there are several signatories, presence of all of them is required;
    • the representative acts on behalf of the legal person on the basis of regulatory enactments, statutes or regulation. If the rights of the representative are supported by the statutes or regulation of the legal person, a copy of this document shall be submitted, presenting the original
  • a representative of the owner - a foreign legal person, acting on behalf of a foreign legal person on the basis of the statutes, regulation or other legal acts regarding the right of representation granted to that person, when producing the document supporting the right to represent notarized not earlier than one year ago. The document does not need to be submitted if the information from a foreign Register of Enterprises is available to CSDD;
  • an authorized person of the owner or possessor (authorization conditions, see below);
  • the authorized person of the vehicle manufacturer or its official representative in Latvia and the vehicle acquirer, when registering the vehicle sold by the representative of this manufacturer. In this case, the conditions of agreement between the manufacturer's representative and CSDD apply;
  • the owner of the vehicle indicated in the registration document. Co-owner may request deregistration for alienation in Latvia and export the change of ownership when submitting the written consent of the other co-owners that is signed at CSDD in the presence of all co-owners or their authorized representatives, or certified by a sworn notary or other person specified in the Civil Law;
  • the pledgee, when deregistering a pledged and unredeemed vehicle, the pledge being duly registered in the Register of vehicles;
  • if the vehicle deregistered on the basis of an enforcement order by one of the following persons:
    • a sworn bailiff by presenting a sworn bailiff's certificate and submitting a copy thereof, or a person authorized by him or her by submitting a power of attorney or order for registration of a vehicle issued by a sworn bailiff and certified by a seal and signature;
    • the official of the state or local government institution which directs incontestable recovery of the vehicle, or a person authorized by him or her, by submitting a power of attorney issued by the respective institution and certified by the signature of official.

Written authorization is required for the following activities:

  • registration of a vehicle in property in Latvia;
  • change of owner of the vehicle;
  • deregistration for alienation in Latvia, export from Latvia or write-off;
  • re-registration of a deregistered vehicle. The registered holder may, without drawing up a written authorization, renew registration of the vehicle after the temporary suspension of registration and handing-in the number plates;
  • registration, withdrawal or change of the holder of the vehicle;
  • registration, withdrawal or change of the term of validity of the vehicle registration document;
  • renewal of the registration document in case of lost. A power of attorney is not required when registered holder does it;
  • reservation of the former registration number for the registration of a vehicle owned (held, possessed) by another person;
  • in addition to receiving a license plate with an identical combination of symbols, except for the case where the activity is performed by the holder or possessor specified in the register.

In other cases, the verbal authorization of the owner or possessor of the vehicle is sufficient.

A written authorization shall be deemed to be one of the following:

  • the authorization mark for the authorized person to perform the necessary actions made at Customer Service Centers of CSDD or in e-CSDD (for more details, see “Issue of a power of attorney in e-CSDD or in person”);
  • authorization to perform the necessary actions, certified by a sworn notary or other person specified in Section 1474 of the Civil Law. Foreign power of attorney may be certified by the Embassy of Latvia or a foreign notary. If the Power of attorney has not been certified in a Member State of the European Union, the European Economic Area or in the Swiss Confederation, it requires legalization.
