Holder registration and deletion in e-CSDD

A request for registering or deleting the holder (including registering holder change) of a watercraft registered in Latvia, and for receiving a new watercraft registration certificate can be filed electronically, via e-CSDD.

An e-CSDD request for holder registration can also be filed before registering ownership change, if the owner of the watercraft has changed, and an entry about it has been made in the Register, but no ownership change registration has taken place. In this case, the buyer of the watercraft prepares a holder registration application as the owner of the watercraft, and as the holder specified in the application confirms their accepting the holding of the watercraft, the requests for requesting ownership change and registering the holder are prepared at the same time. The service is available if:

  • the watercraft was acquired recording the ownership change in e-CSDD (see: Electronic ownership change in e-CSDD);
  • the entry about the transfer of property rights to the registered holder or other party has been filed by the finance lease company registered as the owner of the watercraft (see: Finance lease repayment).

Procedure for registering a holder (also if a different person is registered as the holder of a watercraft, instead of its previously-registered holder):

  1. The watercraft owner begins the procedure by creating an application for registering the watercraft holder. In the application, the owner indicates the name, surname, and personal identity number of the holder to be registered if the holder is a natural individual, or the holder’s registration number and name, if the holder is a legal entity registered in Latvia. Once the owner completes the application, the person that the owner intends to register as the holder, and specified as such in the application, is sent an e-mail notification about this activity.
  2. The holder has 5 days after the completion of the owner’s application to confirm the registration of their holding of the watercraft, and prepare a request for their registration as the holder of the watercraft. This can be done in e-CSDD or in any CSDD customer service centre.

The owner can only prepare an application for registering a holder if any of the following parties are indicated as the holder:

  • a person who has a personal identity number and a registered residence address in Latvia;
  • a legal entity registered in Latvia.

The holding rights and responsibilities are handed over to the holder once the holder confirms the owner’s application, prepares a request for the registration of a holder, and pays for the registration and receiving a new watercraft registration certificate.

If a finance lease company registers or acquires a watercraft, and files in the National Register of Vehicles and Their Drivers an entry about the watercraft holder that is to be registered, no e-mail notification is sent to the holder about the entry filed by the finance lease company. In such a case the entry filed by the finance lease company has no expiration date, and is not deleted until the holder prepares a request for holder registration in e-CSDD or in any CSDD customer service centre. The service can also be used if the finance lease company has acquired ownership, but is yet to register it. In such a case, the registration of the change of ownership can take place at the same time as the registration of the holder. The holder (which may be a natural individual of full legal age, or a representative of a legal entity using that entity’s e-CSDD account) prepares a request for their registration and receiving a registration certificate in e-CSDD.

The holder pays the fees for registering the watercraft (including the fees associated with registering the ownership change if the owner of the watercraft has changed) and for the registration certificate, confirming their consent to being registered as the holder of the watercraft, and preparing a holder registration request.

When preparing the holder registration request, the holder specifies where the watercraft registration certificate is to be received. The registration certificate of a watercraft can be received at any CSDD customer service centre, or via post, to the indicated address in Latvia.

Important!

  • If the registration certificate is set to be received at a CSDD customer service centre, the person requesting the service will be sent a code once the registration certificate is ready. Any person of full legal age who presents the code sent will be able to pick up the registration certificate.
  • If the registration certificate is set to be sent to a specific address in Latvia, it will be sent by post as using a standard service without insurance or tracking. There must be a freely accessible post box at the address specified.
  • The person requesting the receipt of the registration certificate via post takes full responsibility for the loss of the registration certificate during its delivery.

The watercraft owner may delete their holder registration application before the holder specified confirms it.

If the specified holder does not accept the holding of the watercraft within 5 days, the application prepared by the watercraft owner is deleted.

The holder specified by the watercraft owner may reject their registration as the holder of the watercraft in e-CSDD.

Information about the entries filed by the watercraft owner and holder is available in the e-CSDD accounts of these parties, and is sent via e-mail.

A watercraft owner application is deemed invalid if before the holder accepts their holding of the watercraft, a request for the registration of the watercraft is received at a CSDD customer service centre.

This service can be used with the following conditions met:

  • the watercraft is registered in Latvia;
  • if the owner or holder of the watercraft is a natural individual of full legal age, the CSDD register contains information about a valid personal identification document issued to that individual;
  • if the owner or holder of the watercraft is a company registered in Latvia, it status does not preclude the registration of the watercraft as owned or held by that company (i.e. the company is not undergoing liquidation or reorganisation, its registration has not been revoked, and its business activities have not been suspended);
  • CSDD has electronic data about the address of the holder in Latvia (the registered residence address in Latvia for natural individuals, and the registered address in Latvia, for legal entities);
  • the watercraft registration certificate specifies the identification number assigned by the manufacturer of the watercraft;
  • no changes in the technical data were identified in the comparison of the assembly numbers of the watercraft since the last registration activity;
  • the watercraft has not been removed from records to be exported from Latvia, it has not been written off or struck from the register;
  • no prohibition (including by the owner) for performing the registration activities in question has been registered for the watercraft;
  • the fines imposed on the watercraft, its owner or holder have been fully paid.

The e-CSDD holder registration application cannot be submitted for small watercraft motors.

Holder deletion in e-CSDD

If the watercraft has a registered holder, one can delete the holder in e-CSDD, without specifying any other party as the holder. The registered owner of the watercraft (either a natural individual of full legal age, or a legal entity representative) can file a request for deleting the holder, and for receiving the registration certificate by post at any CSDD customer service centre, or electronically, via e-CSDD.

The holder deletion application can only be filed if the owner is one of the following:

  • a person who has a personal identity number and a registered residence address in Latvia;
  • a legal entity registered in Latvia.

The responsibility over the watercraft is transferred to the registered owner as soon as the request for the deletion of the holder is filed, and the fees for the registration and the new vehicle registration certificate are paid. 

When preparing the holder deletion request, the owner specifies where the vehicle registration certificate is to be received. The registration certificate of a watercraft can be received at any CSDD customer service centre, or via post, to the indicated address in Latvia.

Important!
